PRTR Reporting – Pollutant Release and Transfer Register

Since 2012, approximately 550 facilities, including factories, transfer stations, treatment sites, poultry farms, and many others, have been required to publish information regarding their pollutant emissions to air, water, and soil.

All this information is publicly accessible, and facilities are ranked according to their relative pollution levels based on various criteria, such as environmental investments, emission reductions, "green" policies, and more.

Purpose of PRTR Reporting


The primary objectives of PRTR (Pollutant Release and Transfer Register) reporting are to increase environmental transparency in Israel, reduce industrial pollution, and provide a reliable tool for decision-making and research.

Reported data are based on calculators, analyses, and engineering estimates provided by the reporting entities.
While inaccuracies can occur, the Ministry of Environmental Protection employs environmental consulting firms to review and cross-validate the data to improve accuracy.

Who Needs to Report to the PRTR?
 

Each company must check, based on its field and scale of activity, whether it is required to submit a PRTR report.

Activities Requiring PRTR Reporting Include:

  • Metal production industries

  • Chemical industry

  • Poultry farms

  • Wastewater treatment or disposal

  • Transfer stations

  • Energy production facilities

  • Asphalt manufacturing

  • Water desalination

  • Quarrying and mining

  • Landfills

  • Metal plating

  • Fish farms

  • Pig farms

  • Slaughterhouses

  • And more...

 

As a result, there is also a wide array of calculators, calculation methods, parameters, and coefficients that must be included in the reporting process.

 

What Must Be Reported?


In the PRTR report, the facility must detail concentrations of various pollutants (over 114 distinct substances) released to air, soil, the sea, or any other water source.

Facilities must calculate and report the volumes, flow rates, and specific names of pollutants. Each pollutant has a minimum reporting threshold- if the measured value is below this threshold, it is considered "below PRTR reporting limit."

If a facility discharges any kind of wastewater or generates hazardous or non-hazardous waste, it is mandatory to report the quantity, type of material, and its destination.

Reporting Process and Responsibilities


Proper PRTR reporting requires a deep understanding of your facility’s processes, proficiency with various calculations, and awareness of the implications of each parameter. Inaccurate or late reports can result in repeated communication with regulators, damage to the facility’s reputation, and may lead to financial penalties and regulatory hearings.

Important: The PRTR reporting obligation is in addition to any other existing legal reporting requirements.
