Technical Report

A technical report is a document that describes the operations of a business and is prepared by a qualified professional in the business’s field of activity.

Business owners are required to submit this report to the relevant authority, such as the Business Licensing Department of the local municipality, the Ministry of Health, or the Ministry of Environmental Protection, prior to submitting an application for a building permit or a business license.

What Does the Document Include?

A technical report details the nature of the business, its operations, and all processes conducted on the premises (production, raw materials, storage, transportation, and more), alongside the potential environmental impacts resulting from its activities.

In addition to a comprehensive breakdown of business operations and processes, the report outlines the facilities and potential sources of pollution (materials used, including their concentrations and expected emissions), as well as waste, wastewater, air pollution, hazardous materials, noise, radiation, and more.

The document is supported by approvals, diagrams, material balances, and other evidence, all of which are intended to demonstrate that the business is taking steps to minimize environmental harm caused by its operations.

The report’s main objective is to present the environmental aspects involved in the operation of the business and to prove compliance with legal requirements.

When is a Technical Report Required?

  • When establishing a new business

  • When applying for a building permit

  • When renewing a business license

  • Whenever there is any operational change within the business

When renewing a business license, the purpose of the technical report is to demonstrate that there has been no deterioration in the environmental impacts of the business since the previous declaration.

Every business, without exception, is required to present a technical report. However, the content requirements vary depending on the type of business. For example, the technical report for an industrial plant will differ significantly from that of a restaurant.

What Should Business Owners Know Before Submitting a Technical Report?

The primary goal of the report is to provide evidence that the business operates in full compliance with all relevant regulations and laws, and that its operations will not result in environmental harm or nuisances to the surrounding population.

It is highly recommended to consult an experienced environmental professional when preparing a technical report, as this document is a mandatory condition for obtaining a business license.

A poorly prepared or unprofessional report may result in the application being rejected by the authorities, delaying the opening of the business and incurring unnecessary additional expenses.
