A Process and Emission Survey (also known as an Air Emission Survey) is a required document for factories seeking a business license, as mandated by the Ministry of Environmental Protection.

This survey provides a detailed description of all production processes within the facility that have the potential to emit air pollutants.

The survey outlines all sources of air emissions- characterizing the types and quantities of pollutants released and listing every raw material that serves as a source for these emissions.

The standards and conditions on which the Process and Emission Survey is based are those recognized in developed countries worldwide, with particular emphasis on the German TA-Luft guidelines for air quality management.

What Does an Emission Survey Include?

The survey begins with general information about the facility, such as its geographic location, operation scale and hours, and surrounding environment-allowing regulators to understand the overall context.

It then thoroughly reviews each production process and identifies all sources of pollutant emissions, including not only direct emission points, but also processes and technologies used for pollution control.

The survey details all emission types, including:

  • Focal source emissions (for example, stack emissions)

  • Non-Focal or fugitive emissions (such as from storage tanks or surface areas)

  • Non-routine or accidental emissions

Who Needs a Process and Emission Survey?

New factories applying for a business license are typically required to submit a Process and Emission Survey as a condition for approval.


Similarly, facilities renewing their business license must provide an updated survey.

These requirements mainly apply to small and medium-size facilities that are not required by the Clean Air Law (2008) to obtain a full emission permit.
