2. Emissions Permit Preparation

According to the Clean Air Law and its strict requirements, the Ministry for Environmental Protection obligates many factories to obtain an "Emissions Permit". This document includes an in-depth survey of the plant’s processes, its emissions, and regulatory compliance as determined by law.

The emissions permit is valid for 7 years, during which the business must continuously improve its processes and align with the ministry’s rigorous standards.

Writing the emissions permit is a large and complex project requiring significant expertise, both for emissions reduction and for economic and energy efficiency.

3. Separation Distance Survey

The Ministry for Environmental Protection requires that industrial facilities physically and safely separate risk sources from the public to prevent incidents that could endanger site personnel or nearby communities.

Therefore, industries and facilities are often required to conduct a “Separation Distance Survey” in the following situations:

  • Submitting an application for a new hazardous materials permit,

  • Requesting a change in an existing permit,

4.Phase I environmental site assessment

 

To assess and characterize potential soil contamination, the Ministry for Environmental Protection requires industries to conduct a historical site survey.

A historical survey is required when obtaining a business license, applying for a hazardous materials permit, planning and constructing a new site, or when closing a plant that dealt with hazardous substances.

This survey allows the Ministry to determine the nature and condition of the site’s soil.
If a potential contamination risk is identified, a comprehensive soil survey is required, including on-site sampling and a remediation plan.

5. Soil Survey

Based on findings from the historical survey, if a real risk for contamination exists, a full soil survey is required by the Ministry for Environmental Protection.

6. Process and Emission Survey


As part of the requirements for obtaining a business license, industrial facilities must submit a Process and Emission Survey.

The Process and Emission Survey specifies all of the plant’s air emissions- types of emissions and pollutants, quantities emitted, and all raw materials associated with emissions sources.

7. Toxic Materials Permit

Currently, any institution that works with, stores, trades, or handles hazardous materials above certain concentrations or amounts must obtain a Hazardous Materials Permit and comply with the requirements of the Toxic  Materials Law, 1993.

This document details the facility’s preparation for emergency situations involving hazardous materials.

9. Pollutant Release and Transfer Register (PRTR)


In accordance with Ministry of Environmental Protection requirements, industrial and agricultural facilities must report on their emissions through the Pollutant Release and Transfer Register, or PRTR.

16. Comprehensive Manager’s Permit for Waste Treatment Facilities


Sutok is a pioneering company and the first in Israel to obtain a Comprehensive Manager’s Permit for waste treatment plants.
We worked closely with the Ministry of Environmental Protection’s hazardous waste supervisor to develop the procedures and framework for this permit, specifically for Eco-Oil, an industrial wastewater treatment company.
