Hazardous Substances Transport Permit renewal

Scope and Responsibility
A Hazardous Substances Transport Permit defines the responsibilities of the transporter, both the permit holder (the company’s manager) and the licensed driver transporting hazardous materials. The hazard classes and specific substance groups the carrier is authorized to transport are explicitly stipulated in the permit.
Annual Renewals
The carrier/operator license and each vehicle’s license for transporting hazardous substances must be renewed annually, even if the permit is classified as Category B or Category C.
Operational Obligations for Carriers
Because hazardous materials transport services involve variable substances, the company is required to:
Maintain and consult Safety Data Sheets (SDSs) and be fully familiar with the hazardous materials it transports.
Segregate hazard classes during transport.
Report any incident involving hazardous materials within five minutes of discovery.
Emergency Preparedness and Vehicle Requirements
Develop, present, and regularly drill an emergency response procedure for hazardous materials incidents.
Mark transport vehicles with compliant hazardous materials placards/signage in accordance with the Israeli Transport Services Regulations, 2001.
Equip each vehicle with appropriate personal protective equipment (PPE) and spill-response gear to address incidents that may occur during transport, loading, or unloading.
Disclosures in the Permit Application
When submitting the permit application, the business must declare:
Where transport vehicles are parked during the day and at night.
The designated vehicle washing location.
These disclosures are required to protect human life and the environment, preventing wash water or runoff containing hazardous substances from impacting soil quality and/or water resources.
