"Jerusalem" Program – Environmental Evaluation as Part of a Government Initiative to Promote the Circular Economy

18 projects were evaluated by the Sutok team as part of the "Jerusalem" Program for advancing the circular economy in Israel
Sutok served as the Environmental Evaluation Consultant within the framework of the "Jerusalem" Program, a joint initiative of the Israeli Ministry of Economy and Industry and the Ministry of Environmental Protection, which operated during 2024–2025 to promote the circular economy in Israel.
The program allocated more than 400 million NIS from the Cleanliness Fund to support projects focused on recycling, the establishment and expansion of sorting and recycling facilities, the increased use of recycled raw materials, and innovative solutions for reducing landfill disposal.
Sutok's Role
Sutok was selected to serve as the independent environmental evaluator for the program, alongside economic, business and technological evaluation teams.
As part of our role, we evaluated 18 grant applications representing a wide range of industrial sectors, including:
Plastics
Construction materials
Electronics
Agriculture
Additional industrial sectors
Given the scale of the program and the number of applications submitted, the environmental evaluation constituted a significant component of the overall assessment process.
Our Evaluation Process
The environmental assessment included several professional stages:
Conducting site visits to the proposed project locations.
Reviewing the technical documentation and project plans submitted as part of each application.
Assessing the quality of the recycling processes and the expected environmental benefits.
Evaluating the proportion of recycled raw materials incorporated into each project.
Reviewing the level of environmental innovation demonstrated by the proposed solutions.
Verifying compliance with relevant Israeli and international standards, including CENELEC and WEEELABEX.
Preparing an independent professional environmental opinion for each proposal.
Our Contribution
The environmental evaluations prepared by Sutok formed an integral part of the competitive assessment process and contributed to the scoring of projects applying for government funding.
Through an objective, independent and professional evaluation process, we helped ensure that public funding was directed toward projects with a meaningful environmental impact- projects which advance the circular economy in Israel, reduce landfill disposal and promote the use of recycled raw materials.
